Teamsters Frustrated with Town of Plaistow's Lack of Involvement in Police Department Negotiations In March of 2009, Teamster negotiators urged Plaistow Town Manager Sean Fitzgerald to begin collective bargaining negotiations with the local police department. It took seven months for Fitzgerald to arrive at the negotiating table. When he did, he was "dreadfully unprepared," said Teamster Lead Negotiator Jeff Padellaro.
